1) Half-reactions:

As2O3 ---> H3AsO4

2) Balance:

4e¯ + 6H+ + 2NO3¯ ---> N2O3+ 3H2O

3) The electrons are already equal, so add the two half reactions:

4) If you want to, you can form nitric acid:
